Saugus Board of Health Unanimously Opens 60-Day Comment Period on Wind Waste Landfill Closure

Board of Health · Meeting of June 1, 2026

Saugus Board of Health opens 60-day public comment period on Wind Waste ash landfill closure questions. The board voted unanimously at its June 1 meeting to solicit public and internal questions for the Massachusetts Department of Environmental Protection and Wind Waste ahead of its September 14 return from summer recess, after Public Health Director John R. Fralick, III reported that a key permit contact, Mark Fairbrother, declined an invitation to appear at the meeting.

Member Joseph Dorant presented detailed calculations showing approximately 19,929 cubic yards of landfill capacity remaining and flagged a recently received closure cost estimate from Brown and Caldwell projecting final capping work in 2028 and 2029, later than the 2026 to 2027 dates in the 2017 and 2018 permit modifications. The total closure and post-closure cost estimate was cited at approximately $20.2 million. A board member also told the board that a Town Meeting resolution urging a new host community agreement for the 296-acre Wheeler-Brader property, filed by Town Meeting member Elizabeth Marchese, was referred back without action by a vote of 31 to 19.
