Board of Health · Meeting of October 5, 2026
Saugus Board of Health upheld seven-day tobacco permit suspensions against a 7-Eleven and an All-Town Mobile store for selling tobacco to minors. The board voted 4-0 on both cases, with Chair Maria Tamagna, Joseph Dorant, Joia Cicolini and Dr. Anthony Bakopolus all voting to uphold the citations, including a $2,000 fine against the 7-Eleven at 386 Lincoln Avenue for a second violation.
Both franchisees said employees had scanned their own IDs to bypass age-verification systems; 7-Eleven's franchisee, Joe, said "I'm running out of answers," while All-Town district manager Nimesh Modi called it "my first violation when I got this job." Separately, board member Joseph Dorant pressed the town's waste-to-energy plant operator on an uncovered ash pile documented by the Romney Marsh Conservancy, with the monofill landfill's dredging walk-down set for October 22 ahead of a planned early-November start.
