Peabody Planning Board splits 4-1 on a Lowell Street subdivision and tightens its late-filing rules. The board endorsed a redesigned four-lot "approval not required" plan off Lowell Street and North Shore Road for the Evangelidis family, with member Tom French dissenting, after attorney John Kelty explained the layout's narrow connecting strips were needed to meet R-2 zoning minimums of 7,500 square feet for two-family and 5,000 square feet for single-family lots. Separately, the board unanimously approved a site plan for a Coastal Dental Arts project at 532 Lowell Street, conditioned on finalizing a landscape plan, after accepting two late-filed engineering responses.
Board member Dr. Judith Otto said members often arrive to "a giant stack of stuff that we can't really digest in any meaningful way," and the board voted 7-0 to move its agenda deadline from Thursday noon to Tuesday noon, giving the chairman discretion over late submissions after that point. A continuance for 81 Prospect Street was pushed to September 3.
