Groveland Clears Trail Bridge, Substation, Septic Fixes

Groveland Conservation Commission clears trail bridge, substation and two septic/patio projects, all on 3-2 votes. Chair Mike Dempsey and members Terry and Rich cast the only recorded votes; two members abstained all night after not being resworn to new terms. The panel learned a town accountant ruling has diverted roughly $30,000 in local wetlands fees to the general fund over three years, leaving its $17,300 fiscal 2027 budget "subsidizing" itself, in Dempsey's words, by about $6,300 annually.
Commissioners approved a memorandum of understanding with the Friends of BZ Park and new BZ Memorial Park staff pay rates, including $1,500 a month plus 50 percent event-rental commission for director Vanessa Lopez. Town counsel confirmed utility projects, including a planned water-plant generator, get more buffer-zone leeway than commercial work. A state habitat-mapping comment period closing October 4 will force a vote at September's meeting.
