Board Approves Minor Modification Naming Town Yard Way

Andover Planning Board votes to prioritize River Road in industrial zoning overhaul, elects new chair. Consultants Judy Barrett and Lily Kramer of Barrett Consultant Group told the board River Road's industrial district has vacancy "north of 30 percent" and recommended taller buildings, less parking and mixed-use development to attract reinvestment. Town Planner Paul disclosed a roughly 330-unit 40B housing proposal in early talks with the Select Board for 300 River Road, saying it could create "synergy" with the rezoning push.
The board also approved, by unanimous roll call, three motions naming a new street "Andover Town Yard Way" under Special Permit 23-02, clearing the way for developer Minco's purchase of the old town yard to close by October 20. Members elected Morgan as chair and Leilani Foster as vice chair, both unanimously, and approved the August 25, 2026 minutes.
