Newbury Finance Committee grapples with a $250,000 structural budget gap heading into town meeting. Town Administrator Tracy, in her 15th year with the town, told the committee Tuesday that fiscal year 2027 faces a funding shortfall driven by declining residential new-growth valuations — down to roughly $70,000 annually from a historical range of $250,000 to $500,000 — alongside education cost increases of more than $690,000 across three schools and a looming $115,000-plus-benefits hit when the federal SAFER firefighter grant expires. The draft budget proposal heading to a March 24 joint session with the Select Board includes a $250,000 draw from free cash, a move Tracy called "in direct conflict with our financial management policies." Members debated whether to back the draw or force a Proposition 2½ override, with Vice Chair Frank Visconti warning the town is "already engaging in things that are in direct conflict with our fiscal management" and urging action on a $350,000 annual lease burden tied to deferred facility projects.
The committee's formal budget recommendation vote is scheduled for April 21.
