Finance Committee · Meeting of September 23, 2026

Andover Finance Committee reviews debt and pension health, debates how far its authority extends. Town Manager Andrew told members the town's combined debt and pension position is "pretty good" despite an elevated $427 million net direct debt load flagged by Standard & Poor's, nearly a third of which is pension obligation bonds; the town's retirement system is about 94 percent funded as of June 30, 2024. Members warned that health insurance costs, budgeted at $30 million, could rise another 12 percent, a $3.6 million jump Andrew called "the biggest single increase in the entire budget." The committee also debated, without a vote, whether its purview extends to non-dollar warrant articles and underlying policy, with one member cautioning "we are not Andover's Supreme Court." Members approved the August 19 minutes 6-0 by roll call, amended to credit Library Director Esme Green, and agreed to hold a future workshop to redesign the committee's annual town meeting report.
