Groveland Finance Committee Backs $25 Million Budget, Splits on VZ Park Rental Authority

GROVELAND — March 25, 2026 — Groveland Finance Committee recommends favorable action on a $25 million town budget and more than 20 warrant articles ahead of the April 27 annual town meeting. The three-member panel — with Chair Bill, Brian, and Adam meeting in person and Melissa Baker attending remotely — voted unanimously on nearly every article, including a $2,650,000 borrowing authorization for roof replacement and electrical upgrades at the town hall complex, the creation of a new Affordable Housing Trust bylaw designed to unlock roughly $1 million in frozen community preservation housing funds, and a new school capital stabilization fund seeded with $125,000. The only contested item was an article to authorize the Conservation Commission to manage short-term rentals at VZ Memorial Park: Brian and Adam argued that authority should rest with the Select Board, while Baker disagreed, producing a 3-1 unfavorable recommendation with a formal note that the Select Board assume that role. Community preservation articles totaling more than $1.2 million — covering new bathrooms at Shanahan Fields and Washington Park, Bagnell Elementary playground rehabilitation, Pines Recreation Area lighting design, and completion of the long-running Veto Hand Tub Museum project — all cleared the committee, as did an $82,500 transfer from a surplus Essex Technical School account to address overages in the snow and ice removal, technology, and legal services budgets.
