MANCHESTER-BY-THE-SEA — Manchester Conservation Commission taps LEC for Pine Street apartment review, delays final vote to spring. The board voted 6-0 to retain LEC over rival firms Mike DeRosa and Oxbow to peer-review an Abbreviated Notice of Resource Area Delineation for a Jefferson Apartment Group and Northeast Development Company project at 0 Pine Street, land owned by Gordon College, with proposals ranging from roughly $4,000 to $10,000. The motion bars a final determination before March 2027, when seasonal fieldwork can confirm potential vernal pools.
Commissioner David Lumsden backed the familiar firm, saying "we've known Mike DeRosa for years," while applicant representative Stacey Minahan of Beals and Thomas noted a rival bidder had committed to an October 1 field-review deadline. The commission separately closed an 18-year-old order of conditions at 17 Loading Place Road and voted 6-0 to draft an enforcement order against a Rockwood Heights property owner for paving over a required permeable driveway.
