Finance Committee · Meeting of October 29, 2026

LAWRENCE — The Lawrence Budget and Finance Committee voted to send a $30,316.80 cemetery litigation legal bill, a $280 ADA expenditure, a $70,000 EMS grant and the fiscal 2027 tax classification item to the full council with favorable recommendations. Chief Assessor Lexi Vega told councilors the city's total assessed value is projected to rise from $8.9 billion to $9.6 billion, with average single-family values up about 8 percent to $517,800; at the maximum 1.75 shift factor, average bills would rise $210, or 5 percent. Second Assistant City Attorney William Maloney said the city "would require council approval" on the $280 ADA expenditure "regardless of the amount," per the governing statute.

A council member pressed on whether the city is losing tax revenue to untracked unpermitted apartments, calling it "a major issue" needing "additional effort." Fire Chief Patrick Delaney clarified a $70,000 Cataldo Ambulance Services grant would fund an EMS coordinator duty for an existing civil-service position, not a new job. All votes carried unanimously on roll calls of four committee members.
