Finance Committee · Meeting of August 20, 2026

Manchester-by-the-Sea's Finance Committee found fiscal 2026 reserves ran well ahead of forecast. Finance Director Andrea Mainville reported an uncertified free-cash estimate of about $3.5 million and total reserves near $5.2 million, driven largely by a $300,000 jump in building-permit revenue, including 16 permits over $1 million versus six the year before. Town Administrator Tony Barletta outlined a possible November Special Town Meeting warrant covering a $710,900 fire-engine fund request, a Prudent Investor Rule for trust funds, and repeal of a 1991 bylaw requiring a ballot vote on bonds over $1 million.

Member Gar Morse pushed for concrete figures, asking, "can we talk about actual numbers?" on the town's roughly $5 million in current bonded debt. The committee also debated whether to replace an aging harbor safe boat using a $598,000 federal grant requiring a $149,000 match, with one member arguing, "I wish we had a senior center," over more boats. The panel unanimously approved its July 8 minutes and deferred the 25-year capital plan to September 17.
