Conservation · Meeting of August 18, 2026
Newburyport's Conservation Commission approved a revised solar array at 40 Parker Street and continued a disputed 5 Parker Street redevelopment pending state wetland compliance review. The board, chaired by Joe Teixeira with all seven members present, voted 7-0 to issue an order of conditions for the GreenSeal-designed solar project after the applicant removed a canopy from the 25-foot no-touch buffer. On 5 Parker Street, wetland scientist Mark West said a prior developer's wetland replication area remains out of compliance with the state Department of Environmental Protection; commissioner Julia Godtfredsen said "the entire entrance driveway is in the no disturbed zone" and questioned whether the project could proceed without a variance.
The commission scheduled an August 27 site visit and continued the matter to September 15. Members also heard an informal proposal for a 116R Parker Street commercial condominium exceeding the 20 percent wetlands buffer limit at 31 percent, with a possible $25,000 mitigation donation discussed but no vote taken.
