Concord Finance Committee Assigns Liaisons, Tables Subcommittee Vote Until June
SWAMPSCOTT — May 7, 2026 — Concord Finance Committee holds organizational meeting, receives bond sale news. The committee convened May 7 for its first post-town meeting session, welcoming two new members — Rita Rich, a former Bank of Boston investment banker, and Don Parker, a Harvard public policy lecturer and former school district superintendent — and beginning liaison assignments for the coming year. Chair Don Kupka reported that the town sold $17.505 million in bonds that day at a 3 percent true interest cost and a reaffirmed Moody's AAA rating, with roughly 60 percent of the debt payable within five years. Members approved the April 16 minutes and tabled votes on two proposed subcommittees — one for budget guidelines work and one for financial analysis projects including a composting feasibility study passed at town meeting — until the June 4 meeting, when the town manager has been invited to present a deep dive into town operations. Recurring member priorities included the FY24 audit's material weaknesses, enterprise fund staffing transparency, and expanding the commercial tax base, with the MCI parcel cited as a near-term focal point. Member John Garofali called the sub-5-percent town meeting attendance "a travesty," while Kupka noted that more than 700 unique voters participated across the meeting's three nights.
