SWAMPSCOTT — The Swampscott Planning Board voted to pull a proposed Commuter Rail 40R Smart Growth zoning district from the December Town Meeting warrant after residents packed a hearing to oppose its draft 50-foot height limit and one-space-per-unit parking standard. Senior Town Planner Christa McGaha said the district would let the town set rules before a developer could build "another Westcott," but residents including James Andrews of 133 Stetson Street countered, "we should mandate at least two parking spots per unit." Vice Chair Angela Ippolito noted the concept dates to around 2016 and has been pared back amid "mission creep." The board separately recommended favorable Town Meeting action on five other bylaw amendments, including state law compliance updates, ground-floor commercial preservation, and a height-measurement illustration specifying "existing average grade." It split 3-1, with member William Quinn opposed, on allowing clubs and fraternal organizations at the town-owned former senior center at 89 Burrill Street, over objections that abutters got no individual notice.
