North Andover Planning Board opens hearing on new Lawrence Airport terminal and crosses state affordable housing threshold. The board opened a new site plan review hearing July 21 for a $18-month, state-funded replacement of the deteriorating 4,600-square-foot Lawrence Municipal Airport administration building at 492 Sutton Street with a 7,069-square-foot facility, hearing from engineer Lindsay DeTono of McClure Engineering and owner's project manager Phil Cox, who said bids will be solicited within two to three weeks with a September decision on construction financing. Director of Planning Jean Enright said she expects to draft a decision for the board's next meeting once fire department turning-radius comments and final stormwater peer review are complete.

Member Peter Boynton proposed a condition requiring the incoming restaurant tenant — currently in lease negotiations — to return before the board to address hours, lighting, and liquor licensing before opening. Separately, Enright reported that the Zoning Board of Appeals' approval of all 280 units at Zero Prescott Street for the Subsidized Housing Inventory now places North Andover above the state's 10 percent 40B safe harbor threshold, though a projected shift in the 2030 census denominator could drop the town back to roughly 7.9 percent affordability.
