ANDOVER — The Andover Planning Board voted 5-0 to approve a 6,200-square-foot Phillips Academy Central Services building, closing out a months-long site plan review. Engineer Hildy Karpwich of High Point Engineering said the Department of Public Works accepted the project's 75-gallon-per-day sewer demand, and stormwater peer reviewer Horsley Witten Group cleared its comments after three rounds. The board added a dark-sky lighting condition and broadened a landscaping-replacement condition to cover all plantings, not just trees, after member Morgan von Prelle Pecelli said she wanted the board "consistent across the board with ourselves and with applicants." Members also canceled their September 8 meeting for lack of business, kept their 7:30 p.m. start time, and heard that the town yard redevelopment's land-acquisition license remains unresolved while a new state economic-development liaison offered help unsticking that project and the long-delayed Essex Street transportation upgrades.
