NORTH ANDOVER — The North Andover Planning Board continued a contested fire station site plan hearing to September 22 after an abutter disputed the project's drainage design. Director of Planning Jean Enright told the board the 9,000-square-foot station, proposed on a 21-acre town parcel on Berry Street, still lacks required traffic, fiscal and community impact analyses. Abutter Carl Arsenal of 362 Berry Street said "the plan is wrong" and argued contour lines would send stormwater onto his property.
Member Peter Boynton questioned wildfire-mitigation design and buffer distances, while member Kate Kelly asked about a landscaping-bylaw modification sought "on a limited basis based on budgetary constraints." The board separately released a $2,000 performance bond for 325 Johnson Street and continued a 291 Massachusetts Avenue hearing, both unanimously.
