North Andover Planning Board Approves 900-Square-Foot ADU on Baldwin Street

NORTH ANDOVER -- April 7, 2026, North Andover Planning Board approves first accessory dwelling unit under new bylaw and advances school modular relocation. The board unanimously approved a limited site plan review permit for a 900-square-foot ADU at 44-46 Baldwin Street, proposed by property owner David Webster of 707 Waverly Road to house his mobility-limited mother on a single floor after the Zoning Board of Appeals granted a 9.9-foot setback variance in January 2026. One written abutter comment from Barbara King of 46 Marblehead Street, objecting that the area is "too small" and the unit "too close to my property," was read into the record but did not change the outcome, with the board noting the project meets all setbacks and that its review authority under the Dover Amendment framework is limited. The board also unanimously waived limited site plan review for the relocation of a 3,700-square-foot modular classroom from Kittredge School to Franklin School, a capital project headed to Annual Town Meeting. A third major item, a proposal by attorney Brian Vaughn on behalf of nonprofit Centro de Apoyo to adjust lot lines on three Brown Court parcels for affordable housing duplexes, produced extended discussion but no vote, with the board directing the applicant to bring a legal memorandum on approval-not-required eligibility to town counsel before any formal filing.
