Newburyport Conservation Commission unanimously endorsed a proposed city ordinance codifying care and custody of conservation parcels and establishing prohibited-activities rules. City planning staff member Andy told commissioners the measure assigns no new funding for maintenance, which has been handled ad hoc for years, but said the codification could give the commission a basis to request dedicated budget appropriations going forward. The Newburyport Police Department would serve as the primary field-enforcement agency for most violations under the proposed language.
