Lawrence Board of Health Sets Deadlines for Mandatory State Public Health Surveys

LAWRENCE -- March 10, 2026, Lawrence Board of Health receives first briefing on SAPHE 2.0, the new state public health mandate hitting all 351 Massachusetts cities and towns. Pat Ruiz, Director of Instructional Services, told the three-member board Tuesday that a workforce standards survey must be completed by all board members and staff by April 10, 2026, and a detailed performance standards survey, described as roughly 200 items, closes April 30; both feed into a mandatory annual report due to the state by August 31. A key vulnerability surfaced in the discussion: no one currently employed in Lawrence's inspectional services holds a Registered Sanitarian credential, which the new standards expect department managers and agents to the board to hold. The board also received results from a February 9 point-in-time homeless count that found 167 people, down sharply from roughly 350 a year earlier, with members attributing the difference largely to sub-12-degree temperatures that pushed individuals into warming shelters; members said future counts should ask whether individuals have MassHealth and a primary care physician. A wide-ranging discussion on handicapped placard abuse produced no formal action, with the board agreeing to explore a letter to the Registry of Motor Vehicles.
