Zoning Board approves Elm Park housing plan

Groveland Zoning Board unanimously approves four new apartments at One Elm Park. The board granted developer John Guilfoyle, owner of FKG Properties LLC, a special permit extending the building's legally nonconforming residential use to its long-vacant third floor, converting former office space into three one-bedroom lofts and a two-bedroom unit. Combined with earlier first-floor work, the historic downtown building will hold nine apartments and 11 bedrooms total, with 14 on-site parking spaces.
Guilfoyle said the plan drops the property's parking requirement from 11 commercial spaces to five and requires no new construction or exterior changes. "It contributes to the affordable housing trust or inventory," Guilfoyle told the board. Members also separately approved the October 15, 2025 minutes, 2-0 with one abstention, and noted Groveland still has no formal mixed-use zoning bylaw.
