Woburn Panel Leaves Pulte Homes 504-Unit Zoning Bid in Committee

GROVELAND — March 30, 2026 — Woburn's council subcommittee leaves a Pulte Homes 504-unit age-restricted condo proposal in committee with no vote. The Committee on Ordinance, Charter, and Rules held a March 30 session on Pulte Homes of New England LLC's request to amend the Technology-Based Overlay District at The Vale, a 33-acre parcel at the Routes 93 and 128 interchange, to allow a Del Webb 55-plus homeownership community. Attorney Joseph Tarby presented updated projections showing $2.9 million in annual property tax revenue at a 10 percent affordable-unit threshold, against a net fiscal benefit of $2.65 million after city service costs, with market-rate units priced between $500,000 and $900,000. Pulte Vice President of Land Planning Marc Mascrenati declined to name a minimum acceptable unit count, saying only "I don't have a bottom line" and that the company remained willing to negotiate. Members floated unit counts ranging from 250 to 450 and pressed for concessions including affordable-unit percentages of 12 to 15 percent and higher per-unit community payments above the proposed $1,000. The chair signaled further one-on-one outreach to councilors before the matter returns; the next full City Council public hearing is set for April 21.
