Swampscott schools projected a $145,000 first-quarter surplus and a $286,201 federal solar reimbursement. Cheryl Stella told the School Committee the district is 0.41 percent under budget, mostly from hiring replacement staff at lower pay, while special education was $9,000 over. She said the IRS approved the elementary school rooftop solar reimbursement, raising unanticipated project reimbursements to $9.6 million.
The committee, chaired by Glenn Pastor, also held off voting on three Freedom to Read library policies until staff and the state association weigh in. Members approved the Oct. 22 minutes unanimously. Stella warned the bottom line "could really swing" in the second and third quarters.
