North Andover Planning Board approves 38-unit mixed-use building on Osgood Street and unanimously denies a golf club's emergency tree-removal request. The board voted 4-0-1 Tuesday to grant site plan review, corridor development district, and inclusionary housing special permits to Singh Realty Group, LLC for a four-story building at 1591 Osgood Street, featuring retail and self-storage on the ground floor and 38 residential units above. One member abstained, saying, "I don't feel like I've had time to review this." A last-minute stormwater peer-review letter from Horsley Witten, arriving during the meeting, showed the project's stormwater system at 89 percent TSS removal — one point below the town's 90 percent threshold — and the board conditioned approval on meeting that standard.

In a separate unanimous vote, the board denied an emergency watershed special permit sought by North Andover Country Club General Manager to remove 31 upland trees along the shore of Lake Cochichewick, the town's sole drinking-water source. Chair Sean Kevlahan said the application did not meet the bylaw's two-part emergency test, and Member Peter Boynton noted the country club is "the neighbor of every resident of town because they all drink that water."
