Conservation · Meeting of July 21, 2026

Manchester-by-the-Sea's Conservation Commission sent a 136-unit apartment proposal back for a broader wetlands peer review. Member James Hoffmann said two competing proposals, from Weston & Sampson at $15,800 and Tighe & Bond at $10,000, failed to address vernal pool survival during construction, road salt contamination and lighting impacts on breeding habitat, citing state regulation "310 CMR 10.58." Attorney Dan Hill, representing the Manchester Essex Conservation Trust, urged the commission to bring in a firm like GZA with groundwater-modeling expertise, calling Sawmill Brook "a cold water fishery" with arguable project impacts. The commission voted 6-0, with Gordon Turner recused, to continue the hearing to August 11 without selecting a reviewer.

Separately, Jefferson Apartment Group unveiled an early concept for 285 apartments on Gordon College land, down from an earlier 300-plus-unit plan, drawing concern from resident Lorraine Iovanni about the town's "drinking water supply." The commission also approved, 7-0, a reduced impact area for the Lincoln Street Well PFAS treatment upgrade and rescheduled its September 1 meeting to September 8.
