North Andover Select Board Adopts Five-Year Capital Plan, Approves Hangar Support

North Andover Select Board opens 2026 with capital plan adoption and more than $1.3 million in grants. The board voted unanimously at its January 5 meeting to adopt the fiscal year 2027 through 2031 capital improvement plan and submit it to the Finance Committee, while also accepting a $1,303,580.80 Merrimack Valley Renewal Fund grant for new HVAC at 120R Main Street and a $13,236 MIIA grant for risk management and tree removal. The board also expressed support — without a formal vote — for Greater Lawrence Technical School's plan to sell its current 3,400-square-foot airport hangar and purchase an adjacent 4,800-square-foot facility at no cost to the town, pending town meeting approval of charter amendments; principal Chet Jackson cited a seller deadline and said the warrant is expected to open around January 26.

A plaque listing the 23 original householders of Andover, proposed by Mary Beth Therrien of the Holt Association of America, was approved 4-0 with one abstention for placement at the corner of Academy Road and Massachusetts Avenue. The board also appointed James Dowd to the Old Center Historic District Commission and Donna Lee and Mark Brower to the Sustainability Committee, all with terms through June 30, 2028.
