Newburyport Planning Board Approves Medical Offices at Henry Graf Jr. Road
NEWBURYPORT — June 18, 2026 — Newburyport Planning Board unanimously approves medical offices at Henry Graf Jr. Road industrial park. The board granted both a special use permit and minor site plan approval for 22 Henry Graf Jr. Road, clearing the way for Riverside Pediatrics and Integrative Health to occupy roughly 1,605 square feet each alongside three existing fitness tenants at the property. The applicant's attorney argued the two new medical tenants — categorized as Form 215 uses under the city's ordinance — would require a combined 29 additional parking spaces, leaving the 102-space lot with approximately 25 percent excess capacity. A separate application at 9 Center Street for a bed-and-breakfast was continued to July 1 after a board member raised an unresolved owner-occupancy question, noting that "it seems to me not a B&B — it seems to be a hotel" because the listed owner is a corporation rather than an individual. Staff also briefed the board on a proposed zoning amendment that would explicitly prohibit large-scale data centers in Newburyport, with board members citing water supply constraints as the central concern.
