Gloucester Conservation Commission continues seven wetlands cases and takes up a new Wingaersheek Beach dune restoration proposal. At the February 4 meeting, Kansas Ritchie Munn, operations manager for beaches and parks with the city's Department of Public Works, presented a notice of intent for dune and trail restoration covering 255 to 300 linear feet of eroding frontal dune east of walkway two, proposing cedar posts, rope fencing, and snow fencing before an April 1 piping plover deadline; commissioners pushed back on metal components in the snow fencing and urged native shrub plantings such as bayberry as a longer-term alternative, continuing the item to February 18. State Division of Marine Fisheries biologist Joseph Holbach briefed commissioners on a Little River stream maintenance plan under DMF-DEP policy 22-01, requiring no formal vote as the hand-tool clearing work is exempt from permitting.

The commission also continued a long-running Welch Lane subdivision application to March 4, after extended debate over a 2008 order of conditions, a 2016 certificate of compliance never formally issued, and a neighboring resident's flooding complaints, with third-party reviewer Weston and Samson's report expected ahead of that meeting.
