West Newbury Select Board unanimously approves budget transfer, special permits, and two appointments at July 9 meeting. The board voted 3-0 on all formal action items, including a $6,000 fiscal year-end line-item transfer from Department of Public Works accounts into the town building operating expense fund, presented by Town Accountant Jennifer Walsh. Town Manager Angus Jennings announced that Patricia Moore has been hired as the new Town Treasurer/Collector, starting August 3, with the outgoing treasurer's last day set for July 16.
Mark Angelini was appointed to the Finance Committee for a two-year term effective July 16, and Sam Joslin was named Local Government Representative Resource for small clean energy facility permitting under 225 CMR 29.00. Member Christopher Wile delivered an extended update on the Whittier Regional Agreement Amendment Committee, warning that West Newbury's additional capital exposure under competing cost-allocation formulas could run between $1.8 million and $3.6 million even under optimistic state-funding scenarios, and stating flatly that a consensus for a two-thirds voting threshold — which he considers a prerequisite for any agreement — did not exist at the July 8 RAAC meeting.
