ANDOVER — The Andover Select Board voted 4-1 Monday to support Hanover Company's bid for a 334-unit rental complex at 300 Minuteman Park, advancing the project toward Zoning Board of Appeals review. The approval carries conditions requiring Hanover to fund up to $305,000 in corridor master planning studies and five historic preservation measures, including Massachusetts Historical Commission consultation and a written protocol for unanticipated archaeological discoveries. Member Kevin Coffey cast the lone dissenting vote, saying "I think we had a little bit of the cart before the horse here." Resident Pars Bani told the board the project's projected tax growth, from $150,000 to $1.5 million annually, would cover most of the new growth Andover needs to sustain its long-range financial plan.
Preservation Commission member Joanne Mahalik said more than 1,200 artifacts and human remains have been found at or near the site across roughly 8,000 years of documented history. The board also adopted a decarbonization roadmap unanimously, positioning the town for Climate Leaders certification, and accepted $28,000 in combined donations from the Andover Home for Aged People for senior podiatry and tax relief programs.
