Saugus Zoning Board of Appeals unanimously continues Kowloon redevelopment variance hearing to July 23. The board, chaired by Tom Travers, voted 5-0 to continue a sweeping request for variances from Article 21 of the Saugus Zoning Bylaws tied to a proposed two-building, six-story mixed-use redevelopment of the Kowloon restaurant site at 928-950 Broadway, which would add 199 residential units and a redesigned restaurant complex to the Route 1 property. Engineer Paul Machander of Messon Associates argued that several variance requests stem from internally contradictory or undefined bylaw language, telling the board, "Your opinion doesn't matter.

My opinion doesn't matter. What matters is the bylaw." Special Town Counsel Jesse Schillman cautioned that peer-review engineer Tetra Tech, retained by the Planning Board, had recommended against granting at least some of the variances on health and safety grounds, and that Tetra Tech's written reports had not yet been provided to the ZBA. The board also continued a fence violation appeal filed by Dr.

Ahmed Hamda of 24 Ballard Street to July 23, and continued an 11 Harvard Avenue ADU special permit after finding the application had not been properly advertised as a family accessory dwelling unit.
