Lynn zoning board grants three permits, one variance

Lynn Zoning Board of Appeals approves three cases 4-0, adds a 43rd unit at Needham's Landing. The board, with members Gilwayne, Lopez Hernandez, Olsen and Carlitz present and Maggio absent, granted a special permit for a new single-family home with an attached accessory dwelling unit at 39 Grand View Avenue, with proposed impervious coverage at 42.2 percent. It then found that a small structure at 9 Needham's Landing, represented by attorney Samuel A.

Vitale on behalf of trustee Peter E. Graziani, could convert from a rental office to a dwelling unit, bringing the complex to 43 units: "If it walks like a duck and it talks like a duck, it's a duck," Vitale told the board. Petitioner John P.

Marshall II won a variance to build an oversized garage on the Lynn-side portion of his Peabody property, backed by a letter from Lynn's Ward 1 city councilor. Two other cases, at 79 Johnson Street and 206 Ocean Street, were continued to April 21.
