Groveland Conservation Commission Issues Two Negative Determinations, Continues Main Street Hearing

GROVELAND — May 13, 2026 — Groveland Conservation Commission continued two hearings, issued two negative wetland determinations, and raised concerns over town road-paving work already underway near wetlands without proper public notice. The May 13 meeting opened with a continuance of a Notice of Intent for an 8-by-16-foot addition at 414 Main Street, where owners Gerard Nadeau and Brenda O'Pierre are seeking to build approximately 73 feet from a wetland boundary — two feet short of the 75-foot no-disturb threshold — pending a site visit on June 6. The commission issued a unanimous negative determination for One Federal Way, where Milton and Judith Burke plan a 42-by-90-foot commercial addition approximately 109 feet from a delineated wetland, and a second unanimous negative determination for 166 Main Street and 3 Balch Avenue, clearing 1,130 square feet of grading near a buffer zone for a two-family housing project. The most pointed exchange came over a town highway department road-paving project covering King Street, Center Street, Wilbert Avenue, Deer Run, and Doris Street — work already underway when the commission learned the required hearing advertisement had never been filed. "This is turning into after the fact," one commissioner said, directing Conservation Agent John to inform the highway department the commission "preferred felt and suspenders" — straw wattles rather than silt fences alone — in wetland buffer areas. The commission also approved written conservation duty agreements for three Beezy Park residential tenants and disclosed that the park's revolving fund is pressing against a $130,000 Town Meeting spending cap, with a $150,000 FY27 limit set to take effect July 1.
