Gloucester Licensing Board Sets $900 Fee for New All-Alcohol Conversion Law

Gloucester's Licensing Board approved a lodging license, new restaurant license, and set terms for a new state alcohol conversion law at its February 10 meeting. The board voted to impose a $900 fee — the difference between the $1,425 annual beer-and-wine license fee and the $2,325 all-alcohol fee — on any business approved to convert its on-premise beer-and-wine license to all-alcohol under M.G.L. Chapter 138, Section 12D, a law the city council accepted unanimously on December 2, 2025.

The board approved a lodging license for 50 Fred Rogers Realty Trust at 50 Rogers Street after property manager David Fisher of Winthrop confirmed outstanding safety deficiencies had been corrected to the satisfaction of Building Commissioner Rob Vakari and the Fire and Health departments. A new common victual license was granted to Melissa Arsala, doing business as Sugar Mags, Inc., for a temporary location at 52 Main Street while a permanent Rogers Street space is under construction. Seven common victual renewals were approved in a single vote.

The board deferred eligibility criteria for alcohol license conversions — including a possible six-month to one-year establishment requirement — to its March 24 meeting, when it also expects to hear seasonal liquor license renewals.
