Other Committee · Meeting of October 20, 2026

Beverly's Special Committee on Deficit Reduction presented its first public report, floating parking, mooring and health insurance changes but taking no votes. Member Dan Hughes said shifting employee and retiree health insurance cost-sharing could save "conservatively $3.5 million in savings a year," while joining the state Group Insurance Commission could add roughly $500,000 more. Committee member Mark Munoz said doubling downtown meter rates from $1 to $2 an hour could generate about $400,000 in new annual revenue, and metering roughly 180 free spaces along Lothrop Street could bring in an estimated $470,000.

Ward 4 resident Karen Fogarty urged the panel to phase in any fee hikes and said oceanfront parking areas are "assets that belong to the community." The committee also raised a possible Proposition 2½ override for the November 2027 ballot and said recommendations are due to city policymakers by spring 2027.
