Peabody's mayor proposed a new $200 annual trash fee and a water and sewer rate increase to help close a city budget gap.
City Council · Meeting of May 7, 2026
Peabody's mayor proposed a new $200 annual trash fee and a water and sewer rate increase to help close a city budget gap. Presenting to the City Council's Finance Committee, the mayor said health insurance costs rose 11.1 percent and the Essex Tech assessment jumped 18 percent, or more than $1.25 million, the largest increase in the regional school's history. The proposed $200 fee, billed quarterly at $50, would generate about $2.7 million.
Councilor Corvo said "fees like trash fees deter individuals like myself and people my age from buying multifamilies," while Councilor Higgins noted no community has ever eliminated a trash fee once adopted. The school budget still needs to close a $1.3 million gap, with the mayor's proposed figure at $101.2 million. The council unanimously voted to receive a new 200-page operations and service delivery guide detailing every city department.
