City Council · Meeting of May 14, 2026
Peabody's Industrial and Community Development Committee voted 4-1 to advance a revised accessory dwelling unit ordinance to the Planning Board amid an unresolved dispute with the state over setback rules. City Solicitor Don Conn told councilors the attorney general's office has determined ADU setbacks should match five-foot and ten-foot accessory-structure standards rather than single-family setbacks, with a Zoning Board of Appeals challenge pending and possible Superior Court litigation ahead. Councilor Rosignol called the rollout "an absolute unfunded mandate" and "an absolute farce." The committee also voted 5-0 to grandfather existing family apartments, or FALAs, into the ordinance.
Separately, the full council voted 8-1 to let Five Star Rims Corp. expand into two more condo units at 100 Bernie Street under 15 conditions, and voted 9-0 to permit Lavish Beauty Bar to offer lash extensions and permanent makeup at 106 Lynn Street. The council also approved $1.2 million in bonding for school roof repairs.
