Peabody's Conservation Commission voted to issue a wetlands enforcement order against the owner of 15 Farnham Avenue over unpermitted fill, vegetation removal and construction of a pool, shed and fire pit. Staff member Lucia told the five-member board the property owner initially denied recent work, claiming structures were two decades old, before admitting to recent construction when shown aerial imagery; "I believe that Buffer Zone was 100% altered," she said. The panel, chaired by Michael Vivaldi, also closed out a nearly year-old pool and stormwater case at 90 Winona Street 5-0 and continued a contested demolition project at 39 Wallace Street to November 18 over unresolved runoff concerns.
Commissioner Amanda Green said she now hesitates on any pool approval after finding a nearby pond "completely dry." Owner Jonathan Burns, waiting through a three-and-a-half-hour meeting only to have his consultant's report arrive late, told the board, "I guess if I have to wait, I have to wait," as his 27 Livingston Drive case was continued again.
