Capital Improvement Committee · Meeting of January 15, 2026
Swampscott's Capital Improvement Committee reviewed a slate of new funding requests but took no votes on any of them. Finance Director Patrick Luddy compiled requests from public works, fire and police for the spring Town Meeting warrant, including a $1 million replacement of the Upper Jackson Park track, a $3.5 million water main project contingent on state revolving fund financing, and $350,000 in supplemental paving money beyond the town's flat $300,000 annual MassDOT grant. The fire chief said an aging code-enforcement vehicle "cannot have any confidence that it'll last till summer." The police chief requested $72,000 for a firearms platform upgrade, up $20,000 due to tariffs, and described hybrid cruiser maintenance costs reaching $18,000 to $20,000 this year.
Chair Ryan Hale and members Rupinder Sembhi and Kathleen M. Greehan scheduled a follow-up meeting for January 29.
